在对城乡建设用地增减挂钩政策背景分析的基础上,对城乡建设用地增减挂钩的3种运行模式进行了比较分析,探讨了其在实施过程中存在的问题,提出了改进城乡建设用地增减挂钩的对策和建议.

Based on the analysis of the background of the pothook of the increase of urban construction land and the decrease of rural residential land,this paper makes a comparison among these three operation modes and discusses the problems appeared in the process of the implementation. Some countermeasures and suggestions are put forward to perfect the police.
