摘要
为避免区域创新体系建设中的市场失灵,需要充分发挥政府的职能。文章认为,政府在区域创新体系建设中的职能表现为参与者、制定者、导航者、服务者、协调者与监管者,政府履行职能的模式包括包容型、并行型和交叉型,在此基础上分析了最佳政府职能发挥的基本原则,最后提出了转变政府职能的重点。
To avoid the market failure in building regional innovation system, it is required to give full play to government's roles. The government can serve as a participant, policy-maker, navigator, service provider, coordinator and supervisor in building regional innovation system. The types of the government function include inclusive model, parallel model and cross model. On this basis, this article analyzes the basic principle of performing optimal government functions and proposes the priorities of transforming government functions.
