3月中旬以来,剧烈动荡的世界石油市场呈现趋稳的走势。尤其是3月末石油输出国组织(欧佩克)部长级会议达成增加原油产量的协议前后,世界原油价格频频回落。4月4日,伦敦交易市场5月份交货的英国北海布伦特标准原油价格每桶降到23.65美元,比3月7日创9年来新高的每桶31.95美元下降25％,但仍高于1999年18.03美元的平均价格。纽约交易市场美国轻质原油每桶价格当天下跌1.01美元,降到25.42美元,与3月7日的34.15美元相比。降幅达25.5％。
