摘要
推行校系(院)二级管理已成为我国高职院校内部管理体制改革的"热点"之一。二级管理要解决的核心问题是校级和系(院)之间纵向的权力分配,亦即集权倾向大一些,还是分权成份多一些。分析分(集)权的收益、成本和潜在风险,以及决定分(集)权程度的因素,并结合现状来看,高职院校总体上应趋向于逐步提高分权程度,一方面要平稳地实施分权,另一方面要保障分权过程中的有效性。
Implementation of the two-level administration system has become one of the hotspots of the internal management system reform of China's higher vocational colleges.The core problem to be solved in the two level management system is the vertical distribution of authority between the school-level and department (Institute)-level,i.e.,more centralization or more decentralization.This paper analyses the revenue,cost and potential risks, and as well as the determinant of the degree of decentralization (or centralization), and believes that vocational colleges should be generally tends to increase the degree of decentralization gradually from the current situation.On this basis,this paper further analyzes how to smoothly and effectively implement the decentralization.
