对于城市商业银行是否应该跨区扩张,学术界始终没有达成一致。从2006年开闸到2011年叫停,再到2013年开闸消息又起,表明监管部门也未形成明确的判断。2006—2011年开闸期间,各大城市商业银行大幅度跨区扩张,为学术研究提供了宝贵的样本。本文基于上述经验数据,研究表明:总体而言跨区扩张提高了城市商业银行的经营效率,但也体现出资本补充不畅、风险控制挑战严峻、比较优势丧失、金融配置不均等问题。建议监管部门重启城市商业银行跨区扩张,但政策可向中西部地区与中小企业倾斜;城商行应形成差异化战略定位,并做到扩张速度与内控能力提升相适应。
