论“同城同待遇”与“同城同待遇指数”——杭州市新型城镇化的探索与实践

New Urbanization for Comprehensive Equal Rights:Ideas and Practices from Hangzhou

中国城镇化过程遇到的诸多矛盾和问题,都与农民工问题有着直接或间接的关系。农民工问题是中国城市化的难解之题,也是必解之题。这一问题的解决必须在中国城市化大背景下进行考虑和抉择。推进新型城镇化既关系到根本的理念问题,也涉及到许多的理论问题,说到底,也就是市民、农民、移民如何共建共享的问题。共享改革发展成果的任何现实利益考量都离不开长远的制度安排。我们应立足于国家结构特别是经济结构、社会结构的客观现实和变化趋势,把握中国三元社会结构的现状,进而为解决国民待遇的差别问题寻求有效的答案。

Since the reform and opening-up, China has suffered from tremendous social problems and emffliets, most of which can be traced, directly or in indirectly, back to rural-urban migration population. No matter how nmeh troubles it brings to us, rural migrants remains the key to the epic urbanization process in China, and must be addressed with adequate consideration of the context and background of the larger on-go- ing urbanization process. And among many other obstacles, like ideas and theories, the breakthrough point is to integrate civil residents, rural migrants and the new urban dwellers into one unified eonmmnity, encourag- ing them to contribute together to the prosperity of the city and built a shared system of norms and dreams. To share the achievements and success of reform, a long-term institutional arrangement nmst be addressed first. Therefore, with the awareness of the that economic-social structure, which is the foundation of the na- tion-state, and ternary social structure, we should take great effort to seek an effective solution to tackle the matter of ＂different identities, unequal rights＂.
