摘要
大学章程执行力是指大学章程能够发挥的管理效率和效力。国外的大学章程建设比较成熟,其执行力分为行政外推和组织内生两种模式。国外大学章程多元化的执行主体、明晰的权责分配、法制化的执行程序、完善的监督制度、良好的执行文化所构成的完善的运行机制保证了大学的可持续发展。提升我国大学章程执行力须处理好大学治理与权力的关系以及制度规约与文化塑造的关系。
The execution of university statutes means the management efficiency and efficacy that the university statutes can give play to. The construction of＇ foreign university statutes is relatively mature, whose execution can be divided into the two modes of administrative extrapolation and organizational endogeny. The perfect operating mechanism of foreign university statutes formed by the diversified executive subject, clear distribution of rights and liabilities, legalized execution prngram~ perfect supervision system and favorable execution cuhure has ensured the sustainable development of university. In order to upgrade our execution of university statutes, the relationship between university governance and power, and that between system regulation and culture-shaping must be handled well.
