摘要
在我国高等教育发展的历史进程中,高校教学督导组织对教学质量提升有着独特的作用。随着高等教育的大规模快速发展,教学督导组织也要变革、创新。教学督导组织不能局限于学校内部,更需要发展一种校与校紧密合作、优势互补、资源共享的联盟组织。教学督导联盟组织具有开放性、专业性和非部门隶属性的优势特征与国外实行的大学质量"第三方评价"机构具有共同相似的质量评价适用性,高校督导联盟的发展也为我国构建"第三方评价"机构提供了发展基础和转换的可能。
In the history process of higher education in China, the teaching supervision alliance organization has played a special role in promoting teaching quality. With the rapid development of higher education on a large scale, the teaching supervision organization also need reform and innovation. The teaching supervision organization shouht not be only confined to the school itself, further more, the alliance organization of close cooperation, complementing each other's advantages, and resource sharing between the schools should be established. The teaching supervision alliance organization, with the advantageous characteristics of openness, specialty and independence, have the similar quality evaluation applicability compared with the organization of third-party evaluation which has been executed overseas. The development of supervision alliance in the university has also oftered the basis and possibility of constructing the organization of the third-party evaluation in China.
