摘要
针对水电工程建设移民安置工作中遇到的难题,中国华电集团公司审时度势,制定"立足一个长效补偿机制、实行六种安置方式并举、建立一项库区发展资金、享受统一后期扶持政策、采取八条移民安置措施"的"16118移民补偿安置方式",得到了地方政府和广大移民的拥护。对"16118移民补偿安置方式"的主要内容及其适应性进行了分析,并对"逐年补偿安置方式"提出了几点思考及建议。
For solving the problems encountered in hydropower project resettlement, China Huadian Corporation establishes "16118 Resettlement Compensation and Relocation System" after meticulously examining the situation. The "16118" system ineludes developing a long-term compensation mechanism, implementing six ways to resettle relocated inhabitants, financing a fund to develop economy in reservoir area, implementing a unified post--supporting policy and taking eight measures for resettlement. This new system wins the supports of loeal governments and relocated inhabitants. The main eontents and suitability of this system are analyzed and some recommendations are also presented for "Yearly Compensation Mode".
