摘要
基于中国刚性减排的污染物总量控制制度,在分析总量控制体系基本逻辑关系的基础上,提出以减量定增量的水污染物新增量计划指标分配思路,在强力削减污染物存量的同时,对区域新增建设项目的污染物新增量进行量化和约束性控制,保障减排目标的实现。
Based on the rigid pollutant cap control policy of China,a method of allocating water pollutants incre- mental planned allowance depends on emission reduction was proposed on the basis of analyzing the fundamental logis- tic relationship of cap control system. It will help to quantify and control the regional pollutants from new construction projects, thus ensure the realization of emission reduction targets together with stock pollutants reducing. Besides, it will promote local governments to maximize the potential of emission reduction and optimize the allocation of resources under the condition of limited incremental planned allowance, consequently push to optimize, transform and upgrade the industrial structure.
