打造中国式市场经济的升级版

古今中外长期以来存有市场理性和计划理性的理念交锋,在十八届三中全会召开之前也若隐若现,但解决中国问题最需要的是实事求是的理性,综合而平衡的理性。改革开放35年以来,中国式市场经济经历了试用版和1.0版本时期,目前开始打造的是2.0版本。中国式市场经济1.0版本属于日韩样式的开发型国家模式,虽一度创造了经济奇迹,但也产生了诸如官商勾结、政府干预过度、官员腐败、裙带关系等弊病,因此,应遵循内核基本不变、路经依赖等原则,将中国式市场经济全面升级为2.0版本。在新版本中,核心任务是转变政府职能,处理好市场垄断与竞争关系,引入社会理性,发挥社会组织功能。

The controversy between market and plan rationales lasting for a long historical time was emerging before the Third Plenary Session of the 18th Central Committee of the CPC. In fact, it is the most necessary and needful for the rationale in a practical, comprehensive and balanced way. Since the reforming and opening 35 years ago, China had gradually taken two versions of market economy with Chinese style, Version Test and Version 1.0, and from now on, the Version 2.0 is to be made now. The Version 1.0 market economy with Chinese style belongs to the Developmental State Model from Japanese and Korean styles, which made a great economic miracle and also produced abuses such as official and business collusion, state excess inter- ference, corruption and crony relationship. In results the market economy with Chinese style should be upgraded totally to Version 2. 0 according to the principle of unchanged kernel and path dependence. The keys to a newer version are three points： how to transfer the government functions, how to manage the relationship between monopolization and competition, and how to accept the social rationale and develop roles of social organizations.
