摘要 本文在建立以公益性为核心的公立医院绩效评价体系的基础上,通过回顾我国公立医院财政补助政策与医保支付制度的发展历程,及对其存在问题的分析,根据公立医院年度绩效考核的得分,将医院绩效分为A、B、C、D四个等级,建立以绩效考核结果与政府财政投入、医保预算增量基金、医院工资总额挂钩的补偿机制,发挥绩效考核的指挥棒和经济杠杆作用,推进公立医院科学化、精细化、专业化管理,引导公立医院坚持公益性的办院方向。 A commonweal-centered performance evaluation system was established for public hospitals . The development process and problems were analyzed in financial subsidy policy and healthcare payment system for the public hospitals.Then the author proposed to divide public hospitals into four grades as A , B, C, D according to the annual performance evaluation scores .Thereafter , the reimbursement system will be established of govern-ment finance investment , incremental increase in healthcare budget , and total wage costs in public hospitals .Thus we can make use of performance evaluation results to promote the scientific , meticulous , and professional manage-ment of the public hospitals .
