摘要
提出一种基于风险可接受准则的桥梁工程建设的海巡艇配备方法。首先应用专家调查法建立无量纲化的桥梁通航风险评价体系,利用模糊推理方法评价桥梁工程通航风险,并应用风险可接受准则建立桥梁工程建设的海巡艇配备方法,并以8座典型桥梁风险及其海巡艇配备进行验证。所建立的风险评估模型能够很好地反映桥梁建设风险,配备的海巡艇能够保障桥梁营运期过往船舶的通航安全。
A maritime patrol craft allocation scheme is proposed based on the risk acceptability of the bridge engineering construction.Navigational environment is changed due to the bridge construction and the dimensions of navigable lane in the bridge area influence navigation safety.Delphi method is employed to establish a dimensionless bridge area navigational risk evaluation index system.The fuzzy intelligent system is used to evaluate the traffic caused risks taken by bridge construction,ALARP (As Low As Reasonably Practically) is applied to set up the marine patrol craft deployment plan.The method is validated by eight bridges with their patrol craft deployment plans.
