从亚里士多德关于法治理念的定义入手,具体分析了消防法律法规和消防监督执法人员两个方面,提出当前消防行政执法存在问题的关键是执法人员的法治理念存在偏差,列举分析了地方保护、行政干预,滥用职权、恶意执法,推责诿过、行政不作为等消防行政执法过程中存在的法治理念欠缺的几种表现形式,并在提高执法人员素质,转变执法理念,推行阳光执法,加强行政问责等方面提出了消防法治理念养成的具体措施。

This article, based on the Aristotle＇ s definition about the rule of law concept, analyzes the concept of fire laws and regulations, and the fire supervision and law enforcement personnel. The article suggests that the problem of fire fighting administrative law enforcement is derived from ment. This article lists problems such as the local protection, the misunderstanding of the concept of law enforce- the administrative interference, the abuse of power, the malicious law enforcement, the shirking of responsibility, administrative inaction etc in the process of fire fighting administrative enforcement. And it puts forward some specific measures to improve the law enforcement personnel quality, to transform law enforcement notion, and to advocate a just law enforcement, and to strengthen the adminis-trative accountability.
