草根体育组织与政府关系向度研究

Research on the Dimensions of Correlation between Grass-Root Sport Organization and Government

近年来,草根体育组织的群雄并起成为中国全民健身事业发展中的一大景观。在"强国家、弱社会"的特殊体制下,草根体育组织如何生存并发挥其应有的作用,逐渐成为学界热议的话题。鉴于政府在草根体育组织发展过程中的作用,论及草根组织与外部的关系时,必须首先对草根组织与政府部门的关系加以认识。运用社会调查、逻辑分析等研究方法,从资源依赖理论视角审视草根体育组织与政府的关系建立的可能与障碍。研究认为,草根体育组织与政府关系应着眼于"合作"而不是想当然的"分离",并基于现实,提出草根体育组织与政府关系将从"政府主导式合作"向"互补式合作"发展的理论预设。

The booming of grass - root sport organization in the recent years is set to become a fantastic spectacular in the de- velopment of national fitness program in China. Under the special system characterized by ＂strong government and weak soci- ety＂, heated topics about how the grass - root sport organizations survive and function have been formed in the academic field. Considering the functions that governments play in the development of grass - root sport organization and relationship between it and outside aspects, the correlation between grass - root sport organizations and governments should firstly be ex- plored. By such methods as social survey and logical analysis, based on the theory of resource dependence, the possibilities and barriers in establishing the relationship between grass - root sport organization and governments have been looked into in this research. It has been found that the more attention should be attached to ＂cooperation＂ between grass -root sport organi- zation and governments, but not ＂separation＂, based on which the theory transforming relationship between grass - root sport organization and government from ＂government - led collaboration＂ into ＂mutual - benefit collaboration＂ has been put for- ward.
