现阶段我国城镇化已进入高速发展时期,然而在迅速推进城镇化的进程中,逐渐引发出多重深层次的矛盾,其中广大失地农民权益保障问题正日益凸显。如何在城镇化进程中切实维护和尊重农民根本利益、保护失地农民合法权益是实践科学发展观、破除城乡二元结构、深化农村改革,从而建成全面小康社会的关键问题,对于我国依法推进新型城镇化具有重要意义。本文通过对城镇化失地农民权益流失的现状及成因进行分析,结合我国城镇化的实际状况,同时吸收国内外学者在失地农民权益保障问题上的研究成果,对完善城镇化建设过程中失地农民的社会保障体系进行深入探讨。
