针对辽宁省水库确权划界工作存在的问题,对辽宁省水库管理范围内的土地管理现状进行分析,提出了确权划界工作必须遵循"尊重历史、依法划界、依据确权"的原则,在保证经济、社会和生态稳定的前提下,"先易后难、由点及面"逐步稳妥地推进。

According to the problems exists in land fight clarification and demarcation of large reservoirs in Liaoning~ current situations are analyzed, and problems are raised in the process. The work should be implementation step by step, which also should be abided the principle of respect history, demarcation by law, clarify fight by facts, in the premise of ensuring stability of economy, society and ecology, and with the procedure of taking the easier first and from point to panel.
