完善水利预算执行动态监控机制的思考

Reflect on improving dynamic monitoring of budget implementation by water institutions

随着我国公共财政体制改革的不断深化,电子政务不断发展,水利部门不断完善预算执行动态监控工作机制,在预防、纠偏、规范、警示等方面取得了较好成效,有力保障了水利财政资金的安全、规范。但由于受信息技术手段和管理方式等因素影响,还存在一些制约动态监控工作发展的困难和问题。本文针对存在的困难和问题,提出进一步完善水利预算执行动态监控工作机制,提高工作效率,保障监督成效的建议。

Along with deepening institutional reform of public finance management system and progress of e-government, dynamic monitoring of budget implementation has been implemented in the water sector, which has played significant role of protection, correction, regulation and warning, and safeguarding of financial resources and funding for water project construction. However, due to restriction placed by information technology and management method, key obstacles and problems are still existed and improvement in dynamic monitoring of budget implementation are needed such as enhancement of working efficiency and effectiveness of monitoring and supervision in the water sector.
