全面质量管理在科研管理中的应用与发展

Application and Development of Total Quality Management in Research Management

作为一个新的学科方向,科研质量管理的快速发展和不断创新要求对其领域有更系统的分析与理解,这使得传统的质量管理与科研管理面临新的挑战。分析了全面质量管理在科研管理领域的适用性,提出了应用的原则与方法;从理论层面对科研质量管理的内涵、概念、质量模型进行了探究和重新界定,提出了科研质量管理理论模型;进一步从应用层面上,依据国家创新系统理论,从企业、高校以及政府的角度分析了科研质量管理的应用研究。最后,从理论和实践层面提出了未来的研究方向。

As a new discipline, management of research quality has been developed very rapidly in these years. It requires a systematic understanding about this research area. The theories of the traditional quality management and science research management are facing new challenges. This paper analyzes systematically the application of Total Quality Management （TQM） in R＆D environment, and proposes the fundamental principles to apply the TQM. Moreover, the implication, concept and the quality management model in terms of research quality management are presented and redefined. And the general quality model of research management is proposed from the aspect of theory-level. Furthermore, the research quality management in different organizations, such as enterprises, university and government are described from the aspect of application-level according to the theory of national innovation system. Finally, the future research fields are pointed out from theory-level and application-level.
