舟山市海洋科技发展路径研究

文章主要对舟山市海洋科技发展路径进行研究,通过构建舟山海洋科技投入、产出评价指标体系,选取2005年至2008年舟山市授权涉海专利数和舟山市海洋经济总产出等23个指标,应用因子分析法、Pearson相关分析法、综合分析确定各指标之间的相关关系,得出舟山市海洋科技发展路径为协调政府、企业、科研院所及高校之间的关系;加强政府部门引导,支持中型涉海企业的科技创新活动;通过激励机制提高研发机构的研发质量与效率;通过财政经费支持提升高等院校培养涉海专业人才的数量与质量。

The article mainly researches the route of Marine Science and Technology Development（MSTD） in Zhoushan.By building the system of evaluating inputs and outputs of marine science and technology in Zhoushan and by selecting the datum of 23 indexes（such as,the number of sea-related authorized patents and the total output of marine economy in Zhoushan） from 2005 to 2008 and by using the application of factor analysis and Pearson correlation analysis,then the correlation of each index can be analyzed after the comparation.The route of MSTD which can be got is that it had better coordinate the relationship among government,enterprises,research institutions and universities.What’s more,government departments should strengthen their guidance and support medium-sized enterprises to innovate in MSTD.Meanwhile,government departments should promote the quality of achievements by research institutions and provide financial support to aid universities to cultivate more sea-related talents.
