道路交通对突发性灾害的应急能力评价研究 被引量:5

摘要 提高道路交通对突发性灾害的应急能力水平,可有效减少突发性灾害带来的损失。根据设计道路交通应急能力评价指标体系的原则,在充分分析影响因素的基础上,构建了评价指标体系,建立了基于改进模糊综合评判法的评价模型,并运用MCE综合评价软件对模型进行求解,最后进行实例评价研究。结果表明,该模型提高了道路交通对突发性灾害应急能力评价的科学性、合理性和高效性,同时为政府部门完善道路交通对突发性灾害应急制度提供科学依据,为提高道路交通应急能力提供具有针对性和操作性的建议。 The improvement of road traffic emergency capability in sudden disaster can effectively reduce sudden disaster losses.According to the principle of constructing highway emergency response capability evaluation index system and full analysis of the influencing factors, the evaluation index system about road emergency capability is constructed, then the eval- uation model is established based on improved fuzzy comprehensive evaluation,furthermore the model is solved by using MCE and finally the case is evaluated. The results show that this model is scientific,rational and effective in the evaluation of highway emergency capabilities to sudden disaster,meanwhile .it can provide scientific references for government departments to perfect highway emergency system,furthermore helpful to provide targeted and operational suggestions for improving road emergency response capability in sudden disaster.
