摘要 城市规划是一种应用技术，其中包含了以工程技术为主体的“纯技术”，以及因社会制度、经济发展水平、社会观念而异的“非技术”因素。在我国改革开放和融入全球一体化格局的背景下，应客观、正确地估计我国借鉴国外城市规划技术的环境，对国外城市规划技术进行目的明确的有选择借鉴，以建立和完善我国的城市规划技术体系。
