西部地区政府采购的现状及对策研究——以甘肃省政府采购为例

在现代市场经济环境下,政府采购不仅能通过大规模采购形成议价优势,还能通过扩大或缩小采购规模形成对市场宏观调控的功能财政作用。但是,由于认识、制度、运行等方面的原因,西部省份政府采购的绩效还与东部省份有较大差距。本文以甘肃省政府采购为例,对西部地区政府采购的现状和问题进行分析,进而从完善采购制度、改善政府采购运行机制和强化政府采购绩效评估等三个方面提出改进西部地区政府采购的对策建议。

In the modem market economy, government procurement is not only through large-scale of pro- curement to form bargaining advantage, but also to expand or shrink the scale of procurement through the forma- tion of the financial market, the role of macro-control functions. However, understanding the system, running and other reasons, the performance of the western provinces of government procurement is also a wide gap between the eastem provinces. In this paper, the Gansu provincial government procurement, for example, government pro- curement in the western region to analyze the current situation and problems, and then raised from the sound procurement system to improve government procurement operation mechanism and strengthening of government procurement to improve three aspects of performance evaluation Western Region Government Procurement Strate- gies recommendations seem very meaningful.
