摘要
随着课题制在我国科研事业中的广泛应用,也产生了一些现实中的问题,科研经费管理制度作为课题制的重要组成部分,必须进行改革。从分析国家科研管理制度变革过程入手,探究了现行的科研经费管理制度存在的问题,并通过BP神经网络数学模型评价了课题制经费管理的四大要素的有效性,最后提出了科研经费管理制度的改革方向。
With the wide application of research in the cause of scientific research in China, it also produced a number of practical problems. The research budget management system as an important part of subject system must be reformed. Based on the analysis of national scientific research management system reform process, this article explores the problems existing in the management system of scientific research funds. The effectiveness of the four elements of management subject system of funds is evaluated through mathematical model of BP neural network. The direction of reform of management sys- tem of scientific research funds is proposed.
