进一步引导北京企业成为创新主体的对策研究

Study on Leading Beijing Enterprises to Become Innovation Main Body

近年来,北京市在提升企业创新能力方面取得了显著的进展和成效,但是也存在着研发投入结构不均衡、投入强度相对国外较低、缺乏创新领军企业以及政策环境有待完善等问题,北京市应从全国科技资源配置的整体来考虑创新主体建设问题,把加强创新资源融合作为提升创新能力的关键途径,引导企业加强研发机构建设,并寻求在政策上的进一步突破。

Beijing has made great progress in the promotion of enterprise innovation capacity. But the problems of R＆D investment imbalance, relatively low R＆D investment intensity, few innovation leading enterprises and poor policy environ- ment still exist. Beijing should consider the problems of innovation main body from the point of national S＆T resource allo- cation, promote the integration of innovation resources, lead enterprises to strengthen R＆D institutions, and seek further breakthrough of policy.
