基于改进型多层次灰色评价的应急管理预警机制

Early Warning Mechanism of Emergency Management Based on Improved Multilevel Gray Evaluation

应急管理预警机制是一个包含法规、政策、组织、信息等多种因素的系统,它在政府应急管理中具有至关重要的地位。为了实现对应急管理预警机制的定量分析,以河北省为研究对象,采用改进型多层次灰色评价方法,建立了包含社会参与机制,组织机制、信息机制及保障机制的指标体系。从评价结果来看,河北省应急管理预警机制还存在一些薄弱环节,建议从法规、制度、技术等方面来加以完善。

Early warning mechanism of emergency management, including laws, policies, organization and information, is very important to the government＇s emergency management. Method of improved multilevel gray evaluation is applied to quantitative analysis to early warning mechanism of emergency management, with the index system established, including mechanism of society participation, organization mechanism , information mechanism and guarantee mechanism, taking Hebei province as a research object. According to the evaluation results, the laws and regulations, institution and technologies should be improved because there are some weak links of early warning mechanism of emergency management in Hebei province.
