摘要
根据对水文自动测报基本系统基础数据的采集、传输和处理流程的研究 ,设置了一套以数据采集精度、可靠性和软件功能为主的水文自动测报基本系统性能综合评价指标体系。该体系将处理具有模糊性的工具———模糊数学和层次分析法结合起来 ,建立了水文自动测报基本系统性能的多级模糊综合评价模型。该模型既能处理定量指标 ,又能处理定性指标 ;既能对指标体系中的单指标进行评价 ,又能综合各单指标的评价结果 ;以求得对水文自动测报基本系统性能的综合评价 ,具有通用性、灵活性、模糊性和可操作性等特点。
On the basis of the study on the data collection, transmission and processing of the basic system of automatic hydrological measurement and forecasting, the authors set up a comprehensive performance evaluation index system for the basic system of automatic hydrological measurement and forecasting. This evaluation index system mainly focuses on the data collection accuracy, reliability and software functions, combining the fuzzy mathematics with the stratified analysis method to form a multi level fuzzy comprehensive evaluation model. This model could not only process the quantitative indexes but also qualitative indexes. It also can evaluate the single index and sum up the evaluation results of various single indexes. Therefore it can gain a comprehensive performance evaluation results of the basic system of automatic hydrologic measurement and forecasting. It has the characteristics of universality, flexibility, fuzziness and handleability.
