摘要
作为航空经济在机场周边的空间投影,临空经济是航空经济最突出的表现形式,其发展的科学性日益受到广泛关注。区域经济发展科学性的判断通过效率评价进行研究,多基于投入产出数据采用DEA数据包络分析方法进行的。本文在临空经济区经济效率定义的基础上,通过对临空经济区进行系统结构分析,得出了临空经济区经济效率的影响因素,即包括机场因素、腹地资源因素、结构因素三个方面。通过建立由3个一级指标,9个二级指标和18个三级指标构成的临空经济区经济效率评价指标体系,采用层次分析法确定指标权重,并在全国范围内选取北京、上海、广州、成都、天津五个具有代表性的临空经济区作为样本,采用模糊综合评价方法进行了评价。评价结果表明临空经济区经济效率指标体系和评价方法可行、有效,并根据评价结果为我国临空经济区经济效率的提升提出了建议。
As the most prominent manifestation of aviation economy, which has attracted increasingly widespread attention because of its development, airport economic zone is the projection space around the airport. The efficiency evaluation is often used with the DEA method based on input-output data to measure the regional economic development. On basis of the definition of economic efficiency for airport economic zone, by using systematic structural analysis, the factors of economic efficiency for air- port economic zone have obtained. The factors include airport factors, hinterland resource factors and structural factors. The economic efficiency evaluation index system for airport economic zone has established with 3 first stage indexes, 9 second stage indexes and 18 third stage indexes. The AHP method is applied for defining the weight of the indexes. And then, fuzzy compre- hensive evaluation method is used to evaluate five representative samples--Beijing, Shanghai, Guangzhou, Chengdu and Tianjin. The results of the evaluation indicate the index system established and the method applied are feasible and effective. At last, the recommendations of economic efficiency improvement have been proposed for airport economic zone development in China.
