壳牌公司在安全文化塑造与发展方面代表了世界领先水平,长北项目安全管理将中国石油集团安全管理体系与壳牌公司先进的安全管理方法有机结合,形成了独具特色的长北安全文化,在现场生产管理中真正实践了安全第一,以人为本,全员参与和预防为主的安全作业方针。通过阐述团队管理在长北项目的应用与发展,分析了长北项目取得连续6年无工时损失事故这一杰出安全纪录的内在原因:①团队管理是安全文化发展的目标;②领导力是保证安全管理不断深化的核心;③科学培训是提高团队HSE能力的关键;④柔性管理与后果管理相辅相成确保执行力。
Oil Shell represents the world advanced level in the as- pect of shaping and development of safety culture. The ChangBei project organically combined the CNPC safety management system with Shell advanced safety management methods, and formed a unique safety culture, which carried out the safety operation guideline of safety first, people oriented, all staff participation and prevention first. The paper discusses the application and development of team management in ChangBei project, also analyzes the internal causes for achieving the excellent record of no working hours loss accident for six years: (1)Team management is the target for the development of safety culture;(2)Leadership is the core of safety management culture developing continuously; (3) Scientific training is the key factor for improving the HSE capability of the whole team; (4) Flexible management and Consequence management works together to give a powerful execution capability.
