污染物排放总量控制及其在县区范围内实施的探讨

Total Quantity Control (TQNC) of Pollutant Discharge and On its Execution in a County Region

总量控制是我国的一项新出台的环境政策 ,将有利于我国经济的可持续发展 ,有助于我国的环境管理向高级阶段转移 ,是今后污染控制的主要手段。本文分析了总量控制的概念及其特点 ,并结合我国县区的情况 ,探讨了总量控制实施的技术条件 ,提出了县区实施总量控制的几点建议。

Total Quantity Control(TQNC) is a new environmental policy in China, and it will be beneficent to the continuable development and transition of environmental management from lower stage to high grade stage. It is the main means to control pollution in the future. This paper discusses the concept and characteristic of TQNC. Together with the condition of county region, the technical conditions and some advice for enforcement of TQNC is discussed in this paper.
