Digital publishing is the digital form of communication for academic journals with network as the media. Concerning the system of law, policy, research institutions, and reading habits with paper printing mode of transmission as the center, there is a series of problems such as the identification of copyrights, the protection of intellectual property rights, reading habits, identification of research achievements, periodical evaluation, archiving and certification etc. and the publishing right is the major problem. Establis- hing a certification system for network publication system is the key to solving digital publishing of academic journals.
