摘要
通过模拟现实招标过程,设计了基于Agent的工程项目招投标系统,提出基于遗传算法的多Agent并行谈判模型.模型采用"谈判门限序列"的概念给出双方的谈判策略,并利用遗传算法不断优化双方的谈判门限序列.谈判机制改变了招标人单方主导的局面,保证了所有参与人的平等地位,使招投标双方拥有较大的谈判空间,并能在较多的方案选择中短时间内达成协议,且结果具有共赢特点.该招投标谈判系统较好实现了招投标活动的高效性、公平性和科学性,并为招投标活动的电子化、智能化提供了一个新思路.

The negotiation model changes tender's unilateral-led situ- ation, ensures equal status, and provides more negotiated space. It makes the bidding negotiation to get an agreement in a short time, with the results have a win-win situation. Therefore, the system realizes the ef- ficiency, fairness and scientific. It suggests a new idea to achieve the electronic and intelligent bidding.
