四川省水利工程水价改革现状及对策

Current situations and countermeasures for water price reform of water conservancy projects in Sichuan Province

从水价管理方式、价格水平、水费计收、供水成本及财政补助机制等方面深入分析四川省水利工程水价改革现状,针对深化水价改革中存在的供水价格严重偏离供水成本、水费计收机制改革相对滞后、水费补偿机制有待建立和优化等主要问题,从深入推进农业水价综合改革、探索建立农业灌排工程运行维护费财政补助机制、推行激励节约用水的水费计收机制、深化水管单位体制改革、探索建立水价联动政策等方面,提出全面深入推进水利工程水价改革的对策措施。

The current situations of water price reform of water conservancy projects in Sichuan Province are deeply analyzed from the aspects of water price management mode, price level, water charge collection,water-supply cost and financial subsidiary mechanism. The problems arer mainly as follows: the water-supply price deviates severely from the cost,the water charge collection lags behind the current situations,and the compensation standard of water charge is to be established and optimized. The releveant countermeasures are proposed so as to promote the water price reform of water sonservancy projects, inculuding deepening the reform of agricultural water price,exploring financial subsidiary mechanism on maintaining the projects of agricultural irrigation and drainage,implementing the plan of water charge collection on purpose of water saving, deepening the systematic reform in water management units and exploring joint water price polices,etc.
