淮安市城市防洪排涝规划后评价

Post-evaluation of urban flood control and drainage projects in Huai'an City

根据水利建设项目后评价理论和要求,结合《淮安市城市防洪排涝规划》(2002年)已实施项目,从规划编制及总体布局、规划实施情况、经济效益、影响和可持续性等5个方面对《淮安市城市防洪排涝规划》(2002年)进行了后评价。结果表明,《淮安市城市防洪排涝规划》(2002年)总体布局科学合理、防洪排涝标准设定适宜,已实施项目运行状况良好,保障了淮安市城市防洪排涝安全,产生了较大的经济效益、社会效益和生态环境效益;同时,建议修编《淮安市城市防洪排涝规划》,加大城市排涝工程和水景观、水文化建设,以适应淮安市水利现代化发展要求。

According to the theories and requirements of post-evaluation of water conservancy projects,and combined with the implemented projects based on Planning of urban flood control and drainage in Huai' an City( 2002),the post-evaluation of the urban flood control and drainage projects in Huai 'an City of Jiangsu Province is performed from the five aspects of planning formulation and overall layout, implementation, economic benefit evaluation, influence and sustainability. The results show that the overall layout of Planning of urban flood control and drainage in Huai'an City is scientific and reasonable. The standard setting of flood control and drainage is appropriate. The implemented projects run well. The security of flood control and drainage in Huai'an City is ensured,and lots of economic,social and ecological benefits are achieved. At the same time, it is suggested Planning of urban flood control and drainage in Huai'an City should be revised so as to meet the development requirements of water conservancy modernization in Huai'an City,such as improvement of urban drainage projects,water landscape,and water culture construction.
