摘要
自2008年中央政府实施大部制改革以来,各地方政府相继开展了改革实践,现已取得一定成效,同时也凸显不少问题。其中,佛山市级政府大部制改革出现基层人员力量薄弱、领导副职扎推明显、基层人员素质较低、专业人才流失严重等突出的人力资源问题,这一问题严重阻碍了政府改革之路。为此,积极推行公务员聘任制,实现"分管型副职"向"辅佐型副职"模式转变,健全公务员培训与交流机制,拓宽公务员晋升渠道,才是解决市级大部制改革人力资源问题的应有之举。
Since the central super- ministries reform implemented in 2008, the local government carried out mang practices . We can see that there are some effects and questions. Among them, Foshan governtment encounters the outstanding human resource issues. The issues includs weak grass -roots staffs, redundant vice leaderships, low - quality grass -roots staffs and brain drain , hindering the road to reform. Combined with reasons, promoting officials' employment system actively, shifting the charge deputy to assist deputy, improving the officials' training and communication mechanism, broadening the channel of officials' s promotion ,which can solve the problems of municipal super- ministries reform.
