The Japan' s invasion of Taiwan in 1874 seems to be triggered by the Ryukyu issue, but in fact it is the result of the Meiji regime' s expansionist policy. The incident itself brings China and Japan, for the first time in history, into conflict with each other in the East China Sea. Later both parties sign a peace a- greement to resolve the dispute, and the Qing government of China starts to reinforce the naval defense in the area; however, the failure to settle the Ryukyu issue once and for all leaves behind an indeterminable dispute between the two countries, until Japan finally becomes a "permanent troublemaker" in the East China Sea.
