摘要
构建城乡发展一体化保障机制是促进城乡关系的演变朝着一体化方向快速健康发展的关键所在。义乌市统筹城乡发展的实践探索表明,城乡发展一体化保障机制体系的基本构成包括城乡一体规划与建设机制、城乡生产要素平等交换与流动机制、公共财政"三农"投入持续增长带动机制、基于统筹城乡发展实践的政策创新机制,以及统筹城乡发展的高效行政机制等。
Construction of the guarantee mechanism of the integrated urban and rural development is key to promoting the rapid and healthy development of the evolution of the urban-rural relationship towards the di- rection of integration. The practice of Yiwu City shows that the basic structure of the guarantee mechanism is composed of the following parts： the integration of urban-rural planning and construction mechanism, urban- rural factors of production equal exchange and flow mechanism, sustained growth driving mechanism of public finance input of ＂ San Nong＂, or three issues relating to rural development in China's Mainland, specifically, agriculture, rural areas and farmers, policy innovation mechanism based on the practice of balancing urban and rural development, and efficient administrative mechanism of balancing urban and rural development.
