黄河南北展宽区改造建设有关问题的探讨

Discussion about Renovation Construction on the South and North Widen Area of the Yellow River

通过对黄河南北展宽区的现状进行调查,分析了展宽区内存在的居民住房紧靠临黄堤、群众生活水平低下、村台面积小、社会公共事业发展缓慢、群众无自有宅基地等问题,指出了南北展宽区改造建设中亟待解决的资金、建设用地指标、南北展宽堤改建等问题,提出了解决展宽区改造建设有关问题的对策:①抓紧解决南北展宽区历史遗留问题,开展南北展宽区改造建设;②国家和地方政府按照事权划分,合力推进展宽区改造建设;③地方政府抓紧拆除房台上面的房屋,用于置换建设用地指标。

Based on the status survey of south and north widen area of the Yellow River, some issues were analyzed, for an example, the existing residential house was close to the Yellow River （like, people＇ s living standard was low, the area of village platform is small, social public utilities was developed slowly and the masses had no their own homestead. The methods of how the construction capital, construction land index and re-con- struction of south and north widen area to be resolved were put forward ： 1 ） The historic problems should be solved quickly in order to rebuild the south and north widen area; 2） The state and the local governments put force to the construction of south and north widen area together according to the responsibility division ; 3 ） The local governments dismantle the room in the scope of south and north widen area in order to replace construction land index.
