The article expounds the content of resource management （human resources, tangible resources, intangi- ble resources and capital resources）, and how to do scientific management and effective utilization in the project cost management of human resources, tangible resources, intangible resources and capital re- sources, and reduce the project cost to ensure the project schedule, construction quality, construction safety, the realization of the cost objectives and profit targets.
