国内外铁路建设工程量计量规则对比分析

Comparison and Analysis of Domestic and Overseas Railway Construction Measurement Rules of Quantities

2010年,我国铁道部发布了《铁路路基工程预算定额》等29项定额,及与之配套的工程量计量规则,其与国际上普遍采用的工程量计量规则(CESMM3)有何区别,此文在简述CESMM3包含的基本内容的基础上,结合某国外铁路路基土方工程量清单,与我国新版铁路工程定额与工程量计量规则进行对比分析。通过对比与分析,找出2种工程量计量规则存在的差异,了解和掌握国际通用法则,为国内工程总承包企业参与国际工程建设投标报价提供有益的参考。

In 2010, the Ministry of Railways issued the 29 norms such as ＂railway subgrade engineering budget norm＂ and etc. and the associated measurement rules of quantities, which is different from the widespread adoption measurement rules of quantities（ CESMM3 ） in the world. Based on introducing the fundamental content of CESMM3, combined with some foreign railway subgrade earthwork list of quantity, the article compared and analyzed the difference between them and China railway norm and measurement rules of quantities. Through comparison and analysis, we found the differences between two kinds of measure- ment, understood and grasp the general rule and provided the beneficial reference for domestic engineer- ing general contracting enterprises participating in international engineering construction tender offer.
