城市化进程中的城郊社区安全问题与解决策略

On the Security Problems of Suburban Communities and Solutions in the Process of Urbanization

与城市紧锣密鼓地推进平安社区建设不同,"先天不足"的城郊社区正成为各种社会问题集中、管理最为棘手的场域,其社区安全问题备受关注。城郊社区安全问题主要表现为:流动人口多,管理服务难;刑事犯罪高发,防控能力弱;出租房多,管理良策少;小企业量多面广,安全隐患多;居民成分复杂,矛盾纠纷多等问题。维护城郊社区安全的策略选择主要有:加强流动人口的管理和服务、加强犯罪防控工作、规范出租屋管理、加强安全生产监督、重视矛盾纠纷调解、构建社区治安综合治理体系等。

Abstract： Different from the intensive progression of urban safe community, the less developed suburban communities are becoming the areas with various social problems, difficult to manage, and attracting much attention in respect of security problems. Major security issues in suburban communities are difficulties in managing large floating population, weakness in prevention and control capacity as opposed to high-incidence of criminal offense, lack of efficient management policies to deal with lots of rental houses, many potential safety hazards resulting from plenty of small enterprises, lots of disputes caused by residents of different backgrounds, among others. Correspondingly, the strategies for maintaining the security of suburban communities include strengthening the management of the floating population, intensifying the work to prevent and control crime, normalizing the management of rental housing, enhancing the safety supervision in production, paying more attention to the mediation of disputes and contradictions, constructing the comprehensive management system for community security, etc.
