政府之“善”:政府公信力的伦理基础

The " Goodness" of Government:On the Ethic Foundation of Government Credibility

政府公信力是政府凭籍自身信用赢得公众信任的能力。现代社会,政府公信力是检验民众对政府信任的晴雨表,受到各国政府普遍重视和极大关注。但在既往的研究中,学界往往热衷于对政府公信力的政治学探讨。事实上,除了从政治学范畴追寻政府公信力之外,还有其存在的伦理基础,这一伦理基础便是政府"善"。政府"善"是优良政府应然的价值诉求,是政府获得公民认可的前提,也是公民与政府达成共识的最基本要素。要重振政府公信力,最重要的是要在人们内心深处唤起"善"政府的回归。

Government credibility refers to the ability of the government to win the public trust of the masses through its own trust- worthiness. In the modern society, governtnent credibility is the barometer of the public to test the credit of the government so that it has attained the general concern and extreme attention of the government of all countries. However in the previous researches, the academia have been bound up mainly in the political perspective. In fact, apart from this viewpoint, there is also an ethical founda-tion, which is called the ＂goodness＂ of the government. The ＂goodness＂of the government is the value appeal of a goodgovernment, the premise for the recognition of the public, as well as the elements for the consensus between the public and the government. To re vitalize the government credibility, the crucial thing is to appeal to the return of the ＂good＂government in the depth of people＇s heart.
