促进新能源行业发展是保障中国能源安全、缓解中国碳排放压力的必然选择。中国政府从20世纪90年代就开始关注新能源行业。特别是2009年哥本哈根会议以后,中国政府更是加快了对新能源行业发展的支持。所以,近年来中国的新能源行业发展势头迅猛,特别是新能源发电领域,有了长足的进展。但是,由于政府相关部门之间管理协调性缺乏,导致现在新能源行业存在着"多头管理"、"项目盲目上马"等问题,引起了社会上一些有识之士对中国新能源未来前景的担忧。所以,建立行之有效的、独立的能源管理部门以及相应的监管机制,对于更好的贯彻新能源发展战略有着至关重要的意义。

To ensure the security of Chinese energy supply and relieve the pressure of carbon emissions, Chi- na has to promote the development of new energy. Actually our government has begun to pay high attention to this industry since the 1990s. Especially after the Copenhagen Climate Council in 2009, the support for the develop- ment of new energy from our government has been speeded up. So in recent years the development of new energy in- dustry is rapidly gaining traction, particularly in the sector of new energy power generation. But the lack of the a- nalysis of coordination among energy management departments has led to so many problems that definitely hind the health development of the industry. So establishing an effective and independent intendance and regulato mechanisms is vital for best carrying out developing strategy of new energy. er
