面向国际服务外包的中国区域科技创新能力评价

Study on the Evaluation of Regional Technology Innovation Ability for International Service Outsourcing

区域科技创新能力是衡量一个地区国际服务外包发展能力的重要指标。建立评价指标体系,运用主成分分析法和聚类分析法,对我国内地29个省市区面向国际服务外包的区域科技创新能力进行综合评价和比较分析,结果表明我国面向国际服务外包的科技创新能力较差,各类地区面向国际服务外包的科技创新能力发展特征各不相同。为了提高中国区域科技创新能力,应强化科技投入水平,提高科技产出水平,优化科技创新环境,完善科技创新机制。

Regional technology innovation ability is an important index to measure the ability to develop interna- tional service outsourcing＇s Based on the set of an indicator system, the principal component analysis and cluster analysis are used to evaluate regional technology innovation ability for international service outsourcing. The result shows that the technology innovation ability for international service outsourcing is lagged and the features are different in every sort of region In order to accelerate the technology innovation ability for international service outsourcing, some measures should be taken to enhance the level of technology innovative input, improve the level of technology innovation output, optimize the environment of technology innovation and perfect the mechanism of the technology innovation.
