沭河流域水资源生态补偿机制的研究

Research on Water Ecological Compensation Mechanism in the Shuhe River Basin

通过分析沭河流域的污染情况并根据国外生态补偿的成功案例,对沭河流域水资源进行生态补偿机制研究。目前,国内尚未有较为明确或关于生态补偿概念的统一定义,厘清对其概念的认识和理解有利于在实践中准确地把握政策方向以及更好地进行设计和选择。生态补偿具有自然和社会双重属性,其作用为缓和生物有机体、种群、群落受到的干扰,并针对干扰调节自身的状态以维持生存,也可把该调节机制看作符合生态的还原能力。

Abstract： Based on pollution situation of Shuhe river basin, and according to successful cases of foreign ecological compensation practices,this paper starts the compensation mechanism study for Shuhe river basin water resources.Currently, China does not have a relatively clear or unified concept of ecological compensation,thus clarifying its concept would be beneficial for grasping policy direction and has better application future. Ecological compensation has both nature and social attribute,it can lower interference towards living organisms and community,and adjusting state of their own in order to survive. This adjusting mechanism can also be seen as restore ability of ecology.
