Public Finance and the Reform of National Capital Management

我国原有的国有资产管理体制有着很强的计划经济的烙印 ,根据建设公共财政框架的要求 ,国家的经济职能将进行战略性的结构调整 ,相应地 ,国有资产管理的理论和实践也将随之改进。本文对此问题进行了探讨。

The previous system of our country on national capital management is characteristic of planning economics. According to the requirement for establishing public finance frame work, the economic function of the government will strategically undergo the structural adjustment, thus, the theory and practice of national capital management will follow the reform. This paper focuses on this problem.
