矿产资源储量管理现状分析及对策建议

目前矿产资源储量登记统计管理主要依赖于矿产资源储量数据库管理系统、矿产资源登记管理系统和矿产资源基础管理系统。管理上存在的主要问题包括:储量备案登记前未建立上表矿区对比机制;新登记备案的资源储量与已有上表矿区资源储量差别较大时,判定方法不明确;矿山企业上报的年度资源储量变化与实际情况不符;轻视资源储量的质量管理等等。针对这些问题,提出以下对策建议:规范上表矿区范围变更程序;建立矿区资源储量及质量年度复核机制;衔接数据库动态监测工作与储量管理;充分吸收技术支撑单位参与储量管理;加强对基层储量管理人员的业务培训等等。

The current mineral resources reserves registration and statistics management mainly depends on mineral resources database management system, registration management system and base management system, the main problems of the management are no contrast mechanism of mine on the table before reserves registration, no clear determination method when there are large difference between the new registration reserves and the reserves of mine in the table, annual changes in reserves reported by mining companies not match with the actual situation, underestimate the quality of reserves management, etc. Aiming at these problems, some suggestions are put out, such as regulating the areas change process of mining in the table, establishing the annual review mechanism o{ mine reserves and quality, linking up dynamic monitoring on the database and reserves management, absorbing the technical support unit involved reserves management, cultivating primary reserves managers, etc.
