Pushtunistan issue was a cross -border issue and territorial dispute. The emergence and development of this issue con-tained many complex reasons. The division of Durand Line was the historical roots of the Pushtunistan issue. Pakistan＇ s and Af- ghanistan＇ s political, economic factors, the important strategic position in the Pashtun areas and external forces intervention were the important reasons for the development of the issue.
