摘要
目的:探讨新疆6个贫困县县医院卫生人力资源配置现状,为新疆县级医院制定合理的卫生人力资源配置标准提供依据。方法采用随机分层抽样方法,于2005-2011年在新疆36个贫困县中随机抽取6个贫困县的6所县医院,进行人力资源调查。结果2005-2011年6个县县医院的编制人员数呈现逐年增长趋势,平均增长率为1.39%~11.21%;卫生技术人员人数除 C 县外其他县均呈现逐年增长趋势,平均增长率为0.85%~9.80%;执业医师人数除 Q 县外其他县均呈增长趋势,平均增长率为0.53%~23.22%;注册护士人数除 Q 县外其他县均呈增长趋势,平均增长率为3.14%~15.94%。2011年6个县县医院的卫生技术人员中中专人员占的比例最大(46.11%),初级人员占的比例最大(60.37%)。6个贫困县每千人口卫生技术人员数、每千人口执业医师和每千人口执业助理医师均未达到全国和农村地区水平。结论贫困县县医院人员编制严重不足,结构不合理,人员素质偏低。
Objective To investigate the current distribution of health service staff,and provide evidence for allocation standard of reasonable health human resource.Methods The data of 6 county hospitals were chosen and investigated by stratified random sampling method from 36 impoverished rural areas.Results The manning quotas increase every year from 2005 to 2011 with the average rate of 1.39% to 11.21%;the number of working staff also shows interest except S and C county,the average rising rate ranges from-2.40% to 6.52%;the number of sanitary technicists are more beside C county,with the increase rate of 0.85% to 9.80%;the number of medical practitioners become more and more,and the average rising rate is 0.53% to 23.22%;the growth number of registered nurses is 3.14% to 15.94% instead of Q county. Conclusion In six impoverished counties of Xinjiang,the number of registered staff is insufficient severe-ly,the structure of the human resource is unreasonable and the skills level of the health service staff is low.
