摘要
2012年11月,美国发布了题为《全球性的成功:国际教育及参与(2012-2016)》的战略发展报告。这是美国首个详细阐述其国际教育战略的国家报告。在报告中,美国首次明确把“国际教育”置于国家安全、战略部署的高度,把国际教育纳入到国家对外事务的核心工作框架内,统筹布局、协调运作。美国政府表明,要利用国际基准,广泛参与国际大型评估项目,测量本国教育体系质量,促进国家及各州教育政策的制定。在全球化、信息化世界发展的大趋势下,美国虽然并不是第一个公布其国际教育战略的国家.但却提出了许多有别于其他国家的新观点、新视野。国际教育已逐渐成为美国提高其国际竞争力、扩大话语权的重要战略手段之一。
The U.S. department of Education has issued its first fully articulated strategy for international education, Succeeding Globally Through International Education and Engagement, International Strategy 2012-16 in November 2012. This strategy outlines the future profile of America's priorities for international education in context of globalization. International education has been put in the first place as equal to the status of national security,which has been put into the core framework of national external affaires,and has been overall distributed and cooperated in coordination. According to this report,The U.S. government would make use of international benchmarks and involve the international large-scale assessment project extensively as to measure the quality of the national education system and promote the development of national and state education policy. Under the trend of globalization, information technology development in the world, although the United States is not the first country announcing its international education strategy,but it has made a lot of new ideas and new vision different from those of other countries. At present,international education has become one of the important strategies in U.S to enhance nation's international competitiveness and expand its influence all over the world.
